You can go back to FHv every time you get a new npc you need to talk to, see the location, then go back to the reg FH to find the npc in that location. What a pain!
OR, you can just look at this map I made! :D
Although all of the npcs are in the reg Freedom Harbor map, the soulroot is in the FH Vengeance map. If you've done any of the Rebuild Freedom Harbor quests from Olliana, you'll recognize the soulroot as the narcissus grass.

ReplyDeleteYou can talk to a Vengeance Promoter. There is one near Henry. If you don't see it in the list, you will need to complete the raid instance Freedom Harbor Vengeance (I know - confusing). This is a 30 person raid, and you do need to hit the last boss to get it to count. Once you complete that, go back to the Vengeance Promoter and he should have Freedom Harbor as an option for you.
