There is a new event in Nightfall for Valentine's Day. It is only around for the 13th and 14th. There is an npc by the mail in the square
This quest requires a male and a female character. The male gets a quest to find a card. Here are the locations of 10 cards (yellow) and the npc (red).
near east gate:

near Luia (as you enter the building):

The female gets a quest to kill a mutant riceball. These spawn between Twilight Hall tracstone and the Twilight Bridge teleporter at certain times. Times of the spawns are
10:00, 16:00, 18:00, 20:00, and 22:00. The riceballs are only there for 15 minutes, so be ready! Also, they hit kind of hard, for lower level chars you'll want heals (my level 96 reaper died D: )
The females also have 10 hearts that they can get, each with a different phrase. Unlike the male, who can gather all 10 of his phrases, the female can only get one phrase since she gets her heart not from the riceballs, but from turning in her quest to the npc.
The female phrase and the male phrase each has a specific match (see matches at the end of the post). This moon one matches with the male one that mentions the sun (see below).
Once the female and male have their half of the hearts, they can get together to see if they have a match. The female trades her half to the male and he right clicks the appropriate left half.
If the two pieces are a match, the two pieces will disappear and the male will be able to talk to the npc to turn in his quest and get his rewards. The male needs 4 open bag spaces to receive the reward. One of the things she gives you is the card you need to give to the female. She hands this in to the npc to get her reward - she will need 3 bag spaces.
The female will get everything the male got except the card.
To receive the title, right click the title and talk to the npc to get your title. The female title and male title are different.
No matter which pairing you have, the titles are the same.

Female: When flowers worship, they bear fruits.

Male - I'll step down to pay tribute to his sun.

You can only do one male code and one female code per account.

Take the token back to the npc. She will give you another scroll: Love Angel Icon Title. Right click it to get your icon title!
Additional Notes:
Since the Card of Romance is received only when the male completes his quest, one male cannot do the quest with multiple females - he can only get the female heart she needs for her quest once.
If you mess up, and the female ends up without her part to turn in for her reward, that pieces is tradeable, so you can do the quest on a couple alts and give her the piece that she needs.
A set number of riceballs spawn at each time and you only need to kill one for your quest, so only kill one so others have riceballs for their quests.
